You could use only one effect using two free presets (e.g. "4.500 and 4.501") as high and low. These presets could be updated via command in your sequences, in your example:

if executor 1 goes to green, and green is your preset 4.8 you have this command in your cue "green"

copy preset 4.8 at 4.500 /o

now your effect uses green as "backround"...

You can put these commands to every cue in your executor 1 or 2 (here using preset 4.501) or other sequences that choose colors. In the end your color effect has always preloaded the colors you use at the moment.
